This is the foundation of our mission. Through partnership and collaboration, NeighborWorks® New Horizons creates homes, builds communities and revitalizes neighborhoods where families and individuals can enjoy a better quality of life.

NWNH housing opportunities provide quality, healthy and safe environments that are supported by self-development efforts and goal-driven programs. Our objective is for residents to achieve economic stability.

Residents invest in their communities by volunteering for local organizations and working on NeighborWorks® New Horizons sponsored projects. We offer homeownership, financial, educational, youth and leadership development programs.

Taking a Regional Approach

NeighborWorks® New Horizons was established in 1992, as the Mutual Housing Association of South Central CT, with the mission of improving the critically short supply of housing available to low-to-moderate income households in the New Haven Region. In 2008, NWNH expanded into New London County, Hartford County, and Fairfield County to provide affordable housing solutions for families, towns and cities throughout Connecticut.

At NeighborWorks® New Horizons we believe that housing is just the first step. True change comes through resident self-achievement efforts, leadership development and investment in their community.

Our parent organization, NeighborWorks® America provides training opportunities for residents, staff, board members and community residents which gives them the tools and motivation to create a positive impact in their communities.

NeighborWorks® New Horizons is organized into three departments:

Real Estate Development: 

Planning pre-development and construction activities. 

Property/Asset Management:

Marketing, resident selection, operating, maitenance, and financial sustainability of all properties.

Community Development: 

Educational and empowerment training  opportunities for local and NWNH residents.



Seila Mosquera 

Executive Director since 2003 - Joined NWNH in 1997 

Seila holds a Master's degree in Urban Studies from Southern Connecticut State University, and has completed Achieving Excellence in Community Development;  an 18-month fellowship program at Harvard University's John F. Kennedy School of Government.


Seila is a board member of the National NeighborWorks Association, and is chair of the Internal Policy Committee. She is, also, on the Steering Committee of the Reaching Home Campaign, and a member of the Practitioners Advisory Group for CHFA. Furthermore, Seila is a member of the Real Estate Advisory Committee of NeighborWorks America, and board member of P.L.A.C.E.


In 2004 Seila received the Forty under 40 Award from New Haven Business times;  in 2007 she received the Housing Good Egg Award from the Greater New Haven Community Loan Fund and in 2009 Seila was named as one of Connecticut Business Journal's Rising Stars in the "Creating Humane Habitats" category. In 2010 Seila was inducted into the Gateway Community College Foundation’s Hall of Fame for her exceptional contributions to the community.
