This is the foundation of our mission. Through partnership and collaboration, NeighborWorks® New Horizons creates homes, builds communities and revitalizes neighborhoods where families and individuals can enjoy a better quality of life.

NWNH housing opportunities provide quality, healthy and safe environments that are supported by self-development efforts and goal-driven programs. Our mission is for residents to achieve economic stability.

Residents invest in their communities by volunteering for local organizations and working on NeighborWorks® New Horizons sponsored projects. We offer homeownership, financial, educational, youth and leadership development programs.

Taking a Regional Approach

NeighborWorks® New Horizons was established in 1992, as the Mutual Housing Association of South Central CT, with the mission of improving the critically short supply of housing available to low-to-moderate income households in the New Haven Region. In 2008, NWNH expanded into New London County to provide affordable housing solutions for families, towns and cities in Southeastern Connecticut.

At NeighborWorks® New Horizons we believe that housing is just the first step. True change comes through resident self-achievement efforts, leadership development and investment in their community.

Our parent organization, NeighborWorks® America provides training opportunities for residents, staff, board members and community residents which gives them the tools and motivation to create a positive impact in their communities.

Seila Mosquera 
Executive Director since 2003 - Joined NWNH in 1997.  Seila holds a Master's degree in Urban Studies from Southern Connecticut State University, and completed Achieving Excellence in Community Development;  an 18-month fellowship program at Harvard University's John F. Kennedy School of Government.

Seila serves on the board of directors of the Communty Action Agency of New Haven.  She is a board member and the treasurer of the Connecticut Housing Coalition.  She is on the Steering Committee and Capacity & Investment sub-Committee of the Reaching Home Campaign, and is a member of the Practitioners Advisory Group for CHFA.

In 2010 Seila was elected 1st vice-president of National NeighborWorks Association, the advocacy arm of NeighborWorks America, educating our elected and administration officials on the needs and accomplishments of the 234 NeighborWorks  Organizations.

In 2004 Seila received the Forty under 40 Award from New Haven Business times;  in 2007 she received the Housing Good Egg Award from the Greater New Haven Community Loan Fund and in 2009 Seila was named as one of Connecticut Business Journal's Rising Stars in the "Creating Humane Habitats" category. This year Seila was named a distinguished Alumni Honoree for her exceptional contributions to Gateway Community College
